Thanks for the feature request @aaronyoung-tw ! I've filed a ticket in our internal issue tracker for this and tagged the appropriate team.
As for the specifics of the request, using query parameters may not be the route we'd take with this due to concerns about exposing details through server access logs, but would I be correct in assuming a generalized request is one where a partner agency can specify the user's email address through some means and have that prepopulated in the sign-in / account creation?
I'll plan to close this issue in favor of the internal ticket, but I've left a note that whoever picks up this work should plan to comment on this GitHub issue with a status update.
