modtcl should be installed via ZNC-Extra. Since this module has an
external dependency, you have to pass both,
--enable-extra and --enable-tcl to configure to enable it.
so this behavoir is no bug, it's wanted - i guess

Modpython, modperl also have external dependencies (swig, perl, python), but they do not have the same behaviour. This behaviour doesn't really make sense. Maybe this should be changed to work the same as modperl, modpython etc.

An obvious solution would be turning ./configure --enable-tcl --disable-extra into an error, but I think it might be better to just move modtcl from ./modules/extra/ to ./modules/.
Any opinions?

Fixed by moving modtcl out of extra/.
