I already had the Legal module installed. Then, I just replaced it with the latest code from the repository. The first issue were the existing hooks that I needed to manually remove from the database. After that, I went to the Extensions page and saw "Files missing" indicated for the Legal module. Trying to ciick the trash cash to "uninstall" throws the error I mentioned.

These are core issues. The extensions module isn't handling the upgrade correctly.

@shefik - Legal doesn't have any hooks. It does utilize "hook-like" events. That have been converted to a Dependency Injection mechanism now. I assume you attempted to upgrade Legal before upgrading to most recent core (there have been two recent commits that attempt to deal with these errors: zikula/core#1543 and zikula/core#1542). So hopefully the errors you mentioned will not break your site (there will still be errors logged until you manually delete the rows in the db - these are a result of the development process and wouldn't happen in a production environment.)
As for the the Error listed above: Class Legal_Installer does not exist
. Please report this to the core, but please provide the entire stack trace with as much information as possible. I tried to look in to it, but don't have enough information to proceed.

@craigh I just went ahead and did a clean install instead, so it all works fine via that method.
