I don't see why Legal should be database driven if templates are enough for this.
Edition via web isn't critical as Legal stuff varies too little and templates can be adjusted those few times.

The "database driven" comment was likely referring more to storing the age-check completion and TOU-acceptance more than converting the legalese pages to database content.
I agree that the legalese pages do not need to be in the database. The other minor stuff that the module collects on a per-user basis, though, should be updated to store it "properly"(1). In my 30-second perusal of the code I noted at least a few DBUtil references and hard-coded SQL in the API classes (Admin I think).
Beyond that, my memory has faded on this.
