This is due to resize-base setting useShim to true. Setting it to false under the hood fixes this. I would be interested to know if Resize needs useShim in all cases.

Resize should only need to use the shim if it needs to be resized over an event swallowing element (iframe, video, canvas) or contains one.

@davglass I was sure we tested with and without shimming before pushing out. Maybe worth looking at again in DD, or are you feeling the culprit is in Resize?

It sounds like a regression, so it may be DD. But maybe we can change resize to not set that by default? Maybe?

But, if you need a shim, the proxy won't work for you any longer the way it should. Maybe a check for shim && proxy would be best. And set an option for resize to have shim false by default. Then make a note for extra event noise?
