That's a very interesting idea, but SVG path editor isn't able to edit a full SVG, only paths.

Maybe it would possible to open it to modify a specific path, the same way a color picker can edit a specific color ? To be investigated.

Yeh, I had the same idea, that's a really useful tool and making it usable offline can improve it

VSCode extension would be great. It can use svgo to transform a svg file to path only svg and then edit it. Though not all svgs can be transform to path only format but it will be perfect for icon creators.
