It looks like 2022 has a "home.html" template instead https://github.com/WordPress/twentytwentytwo/tree/trunk/templates
Should we try that to match their behavior?

That seems like it works!
When a static home page is set, index.html will display the selected page contents (with a modified Query loop to "Inherit query from template") and home.html will display latest posts.
