Re-imports do nothing in robot framework, this is by design. You could execute all of the constituent steps of your new keyword by hand in debug. You could also build a keyword to do this; you'd need to access the keyword's handler and modify its constituent keywords.
EXECUTION_CONTEXTS.current.get_runner('kwd1')._handler.keywords
is the internal definition of the 'kwd1' keyword, you can add or remove steps from this object and that will change the definition going forward. Probably too much work for what you're looking to do, though.
This doesn't really have anything to do with rfdebug though.
