isbntools._metadata.query is the right point to put these hooks..

- "an option to only go to the web if the data is not available in the cache." this is the default behaviour.
- "a new metadata provider that pulls metadata from that cache." called cache? How to solve the 'service ambiguity'? The way things are, the provider just have to redefine the key...!
- "an option to go local if internet connection is not available." ???

Keep it simple, just add a cache.
