Can't the password be changed to something numeric-only (say, "123456"), which, hopefully, could be easily typed with almost any keyboard layout out there?
(This could be a nuisance for classic Dvorak users, where numeric keys are remapped, though. But I doubt they won't be able to type it anyway.)

Yes this is a frustrating issue, I think a numeric password would be more accessible...

Understand that the VM is provided as-is by Microsoft. I have zero control over these things. Even using the wonderful Virtualbox tools, I can't even manipulate the VM until you log in for the first time using the user and password provided by MS. If I were to alter and repackage the MS VMs I'd be in hot water, to be sure. Sorry, guys.
