Yes it is possible, but not directly. The idea is to create a StaticTimeZone struct with is const-constructible, and implement the necessary traits for computing DateTime. Then you can use a build script or a procedural macro in your crate to parse the files at build time and construct a static array of StaticTimeZone objects.

The biggest problem is that most fields use Vec<T> insteads of e.g. Cow<'static, T>, and that most if not all fields are private. Dumping the structure is easy enough. But public fields make it possible to create invalid data structures, so you might not want to add them.
