I'm not quite sure what you mean. Do you mean 24 bit per channel? Or do you mean 24 bit in total, so 4 channels x 6 bits?
As far as I know the PNG standard only defines 1, 2, 4, 8 and 16 bits per channel (which are all supported in ChunkyPNG), so both options are not supported according to the spec.

Aha OK. This is already supported but you have to override the default color mode detection. ChunkyPNG will automatically choose the color mode that generates the smalles image, so it'll pick indexed if there's less than 256 colors in use.
You can override it like this:
image.to_blob(:color_mode => ChunkyPNG::COLOR_TRUECOLOR)
