Would you like to do this pull request yourself?
You mentioned the changes that would be required for the new CPUs. Do we also need to retain the older options for older CPUs?

I think for Intel you can specify a list of possible instructions sets. Which option will be used depends on the order (first to last, if I am not mistaken) and whether the processor the code is running on supports it. See https://software.intel.com/en-us/articles/performance-tools-for-software-developers-intel-compiler-options-for-sse-generation-and-processor-specific-optimizations .
