I use https://github.com/barteksc/AndroidPdfViewer to draw pdf on android,
and AndroidPdfViewer 2.5.0 (with pdfium-android 1.6.0) was said that has this problem. (#253)
then AndroidPdfViewer 2.5.1 downgrade to pdfium-android 1.5.0.
The author is waiting google to fix it.

I use AndroidPdfViewer 2.5.1 in react-native-pdf now, but as your test it still has problem.
I test your file on my phone android 5.1.1, the texts were shown is more then yours, but still incomplete. another phone android 7.0 is ok.
Maybe it related with android environment.

You can also try:

1. use image instead of text
2. other method to show pdf reference
