Hi @wmo-im/tdcf ,

I have added to this repo the initial version of GRIB3. Note that it is more or less the version crafted 2 years ago, it does not contain the recent addition to GRIB2 tables.

I organized the repo as follow:

• Sections contains the csv tables for the sequence of bytes of each section
  -Templates contains the sequence of csv tables of the Template Components of each Template
  -TemplateComponents contains the csv tables of the sequence of Bytes of each Template Component
  -Tables contains the csv tables for the Code and Flag Tables

I have also added 4 asciidoc to visualize nicely the content of the csv files, it mimics the traditional word/pdf files. Unfortunately it does not render fantastically well in github, but if you clone the repo and point your web browser to the asciidoc files, then it looks like the usual documents (provided you installed an asciidoc addon in your web browser)

I am asking you to review what I have added to make sure I did not do a mistake or forgot something. Then you may need to discuss how to proceed from there.

BUFR4 Code Table 0-02-020 (satellite classification) is also used to decode GRIB2 PDT's 4.30 to 4.35.
This should be detangled so common code tables are in CCT.
Like the related tables C-5 and C-8, BUFR4 Code Table 0-02-020 should be moved to become an own CCT entry.
