All audio and video codecs except G.711 are plugins. You need to set the environment variable PWLIBPLUGINDIR to the directory where they are installed. Point it to the folder that contains the codecs/ and devices/ sub-folders with speex_audio_pwplugin.so in codecs/audio/.
But please keep in mind that Speex is a non-standard codec and you will only be able to use it when calling other OpenH323/H323 plus endpoints.
