We want to name this "brand-color" mainly because we want to convey that this color will be used to represent a website's identity in various places in the UI.

I suggest you look up the definition of brand, e.g. on Wikipedia and see how it won't apply to plenty of Web properties, some of which will even feel offended by having to use such a term. There are plenty of names most of us could live with. brand-color
isn't one of those.
I'm sure reaching consensus on a name isn't that difficult. In order to do so, I suggest listing a number of criteria that name should fulfill. For example:
- It should be inclusive,
- It should not be descriptive as to how it's going to be used by the UA,
- It should be consistent with CSS,
- It should allow for future extensions.
It's then fairly easy to agree on a name based on its technical merit (i.e. how it fulfills said criteria). Hope this helps.

How about ua-page-color?
It is defined per-page so isn't really a site colour though it might be used that way.
It does not specify how the UA should use it, though perhaps hints at it.

In color theory, a color scheme is usually defined by a set of colors (2 to 3):
- the dominant color
- the subordinate color
- an accent color
The brand-color corresponds to the dominant-color.
