default timezone configurable with command about valet-plus HOT 2 CLOSED

Actually we can derive the timezone from macOS. Something like this:

$systemZoneName = readlink('/etc/localtime');
$systemZoneName = str_replace('/usr/share/zoneinfo/', '', $systemZoneName);

So a command / config is not needed.

So $contents = str_replace('TIMEZONE', $systemZoneName, $contents) and then add date.timezone = "TIMEZONE" to the top of z-performance.ini here: https://github.com/weprovide/valet-plus/blob/master/cli/stubs/z-performance.ini
