That is never going to happen, since this is not a tool to dump a server
from webtools-ng.

Why not? I mean you've built a tool to allow me to export my entire library db as a CSV, and you already built the ability to download any item out of the library - what's the difference? Is it really that much of a stretch? Not crapping on you, genuinely curious about the immediate shutdown of this idea that just improves on what already exists in this tool.

The download module is a delicate balance between allowing people to download, and avoid misuse
