The locally installed webpack-dev-server requires a locally installed version of [email protected]. So check your package.json and add webpack to the devDependencies. You can also do this with npm install [email protected] --save-dev.

npm install webpack -g install webpack globally, but you need it locally.

If you want to access the CLI of webpack and webpack-dev-server you need to install them globally in addition to the locally installed versions. (When you run them from command line, they check for a locally installed version and use that one)
