Please try install libaom-dev by apt install libaom-dev -y.

Now it is giving the following error
./webp-server-linux-amd64: /lib/x86_64-linux-gnu/libm.so.6: version `GLIBC_2.29' not found (required by ./webp-server-linux-amd64)

Currently you can try using Ubuntu 20.04 to mitigate this problem.
