I was able to rep this. There is a workaround for calling stopping the provider manually. I haven't tested with v0.13.0 (unreleased) where I suspect this is resolved with updated dependencies on async-nats to 0.33 as well as decoupled and soon to be deprecated wasmbus-rpc (0.15 vs 0.14).
Workaround:
wash stop provider VA2LX36UYZAIJMHFVRWQWXLWMEXPGDYWB63FTJZUNTSEOD2OLQKNRODQ wasmcloud:latticecontroller default
from wadm.
