Yes.
HTML5 has now header and footer elements.
But a point about this - I had been assuming that the prior approach in OPS 2.x
(display: oeb-page-foot) was no longer necessary. There is a backwards
compatibility issue but we have a separate conformance requirement about
Reading Systems handling 2.x content. But I will ask others to verify, to make
sure we haven't accidentally dropped any functionality.

HTML5 headers and footers are very different from oeb ones. And CSS3 Paged
Media as you said is not something that we agreed to reference (and it is not
very aligned with our needs). Note also that PGT is designed to integrate with
oeb-page-head/foot.

Yes, Peter is correct the HTML header/footer elements really have nothing to do
with running headers/footers as enabled with OPS 2.0.1 "display: oeb-page-head"
or "display: oeb-page-foot". That said, there is no plan to remove support for
real running headers/footers as currently enabled with CSS display value
extensions.

I would like to reopen this issue. Since oeb-page-head/foot is not widely
supported,
I think that we should remove it from EPUB 3.0.1. Users are confused.

Sorry but on large ebooks, there is a real need for something to say in which
part of the book the reading point is.
For instance, in a wine guide, a travel guide or any dictionary, when a reader
jumps to an item from the index, how will he know in which section he is.
In paper books, running headers serve this purpose.
How will it be possible to render any section information without
oeb-page-head/foot?
As we think in Hachette Livre it is a need, we did push an EPUB sample in the
IDPF samples project GhV-oeb-page.epub :

I second re-opening. Headers/footers are requested often by Wiley editors to
make ebooks "feel like" books, especially in reference/text books. Crucial for
way-finding.

Note that the section no longer defines usage as per the precedent set in the
Publications guide and meta elements. A pointer to the 3.0 spec where these are
defined has been inserted with the deprecation notice.
