Read The Docs is now hooked up to this repo, including webhooks to build the documentation automatically on updates to dev or master. I'm still looking into setting up a documentation build as a check on pull requests.

I submitted a request to RTD support to enable pull request checking for our project.

I heard back today that the pull request checking feature is now enabled for us.

Since it's a newer feature, they are interested in feedback. Once we've tried it out a bit let me know if you'd like to pass anything on to them.
