Please see the documentation http://www.vlfeat.org/sandbox/matlab/vl_plotframe.html about the format of the elliptical feature frames and the meaning of the parameters a11, a12, a21, and a22.
I am not certain how to map this to an OpenCV command, but, in general, you will have to plot an ellipse rather than a circle. If the covariant detector is configured to return isotropic frames, then plotting a circle is appropriate. In this case, a11 should indeed correspond to the radius.
