He explains it pretty well there. Basically because of the extra features in the library, like encoding multiple integers + not forming curse words, the library requires minimum length to be 16 (in the rare case that you want your alphabet to be something like "cfhistuCFHISTU01").

If you've tweaked it to be 10 characters, I'd test it well to be sure it works for your use-case (with large numbers, multiple numbers, etc).

As far as salt length, the difference is negligible. I simply recommend people pick something unique. On different projects I use something like "My-N3w-Pr0jeKt", which gives good shuffle as well.
