Hi @jiekun ! Thanks for rising an issue and sending a pull request!
By chance, do you know which remote-write receivers could support sending Retry-After header in response? From what I know, vminsert or single-node VM doesn't respond with this header.

@hagen1778 As far as I know, Mimir enabled user control (and some algorithms) of the retry since: grafana/mimir#6608.
However, there is another reason I raised this issue. Our internal gateway supports setting the Retry-After header during certain operations (migration, upgrade stoppages, service downtime). This can be used to reduce the (unnecessary) network request when the server side (not necessarily a TSDB component, but also gateways, load balancers, etc.) recognizes it.
Also, with this pull request, vmagent will mostly adhere to the default 2x backoff algorithm, which I believe is backward compatible.
