I set up new 2 places for documentations.
Github / VGMTrans Wiki
As you see, it is here. This place is used for release & development information of VGMTrans.
Video Game Music Formats Wiki
As the name says, VGM Formats Wiki is a wiki to collect music format informations. Since I'm not so familiar with MediaWiki, I'm still researching how I can use it better.
Both they are not updated very much yet. If you want to edit, please do. I will appreciate it.
I'm going to close this issue anyway. Thanks.

I had migrated those documents to Wikia. However, they got killed because Wikia auto-closes wiki that have never been updated in 60 days. Currently I do not have a motivation to find a new Wiki, but I reopen this issue anyways.
