This works for me using files with 'VorbisComment' metadata.

What does 'vorbiscomment $filename.ogg' show? Is it able to display the metadata?

Note that there are multiple ways to store metadata in OGG files - Android (and therefore Vanilla) does not support all of them.

They were converted from FLAC files tagged with picard with oggenc. Things worked in ICS (and Play having similar issues makes me think the scanner went bonkers), but I'll check vorbiscomment when I get home.

vorbiscomment shows "title=..." as the title. No other tags shown have the title in them.

I just tested this with 5 albums re-encoded from FLAC to OGG using 'oggenc -q 5 *.flac' and all of them have working titles.

Either your OGG files do have multiple types of metadata (like in the good old MP3 days when the ID3 and ID3v2 tags wouldn't match) or the scanner really made a mistake.

I've seen some cases where the scanner messed up badly, in this case it helps to stop the 'Music' application + remove the application data in the Setting -> Apps menu (this will clear the library database).

But i'm going to close this bug as there isn't much i can do: Vanilla uses the android MediaPlayer class and doesn't handle tags by itself. If there is a bug its located in the Android system itself.
