Yes, when using TUN for tunneling the whole device, it can:

1. Check if you are still connected to the internet, whether or not your server is still reachable
2. Have that funny message of "Sign in to use your network" if you're for example in a hotel and want to use the WiFi and don't want to disconnect your VPN.

I haven't seen a platform that uses Cloudflare's portal for such use, yet, I believe it's either all-or-none of them that must be listed in private. If it's a distinct domain, used only to return HTTP 204 or HTTP 200 with success paylod, it must be listed in private.

private is a compilation of IANA-reserved domains + captive portal test URLs (with the exception of MLS which is going extinct). As far as I know, it's supposed to be used from the client side.

As a server operator you should block private IP addresses, not domains.
