Some lifting of restrictions.
For every contract! invocation there can be only one smart contract state dropping the necessity to make message IDs unique for that.
Also since we do not support function/message overloading like in C++ or Java it is enough to just take the message's name into consideration for creation of the unique message ID.
This simplifies generation of unique message IDs a lot.

Commit 6405122 implements this by just hashing the name of the message. This is sufficient as long as we only have one contract per contract! macro and file and as long as we do not allow message overloading which we won't.
