It is the correct behavior. If you look at the message "Process has already exec'd and is trying to exec again!" : this is what ls does. It is not one process and one execve , it's one process with multiple execve calls. We handle the fork + execve model, and we error if a program doesn't follow that, just as we error if they spawn threads. Perhaps we will handle the execve + execve + ... case in the future, but if you look at the data structures and the very very many places logic would need to change, you will understand.
