it seems likely that the useful if the behaviour for the register tree is
'for each entity in the snapshot: leave the version unchanged if all property values are unchanged '.

As discussed in #18 this is now support by a two separate mechanisms to handle two use cases.
Import/export of an entire register tree in RDF to enable replication and backups.
An edit operation that supports bulk patching. The edit operation supports CSV format, allows for addition or update of items in one batch operation and leaves the version unchanged if the property values are unchanged.
I think this covers the issue and so am closing it. If not then lets open a new issue handle the missing cases.
