Thanks for reporting. Updating to the latest go version should solve this issue.
I am using 1.16.3 and the build works for me.

go version ==>>go version go1.20.5 windows/amd64
Still getting the following error.
Access denied - ./CMD/SAMPLES/COMMON
File not found - -NAME
go build -o bin/helloworld ./cmd/samples/recipes/helloworld/*.go
CreateFile cadence-samples\cmd\samples\recipes\helloworld*.go: The filename, directory name, or volume label syntax is incorrect.
