All the items in the "TypeScript fixes" have nothing to do with "TypeScript support", they are all irrelevant for consumers of our packages AFAICT. Our exported types should already have no any implicit or not (we have @typescript-eslint/explicit-module-boundary-types to protect against that). It may or may not improve the code quality, which I agree matters for package consumers, but is not related to "TypeScript support".
