Just to give an official answer, I'm not too keen on opening the floodgates of navigation commands that support a single optional library when it's easy (as graywh pointed out) to create your own. I have :Rsteps and :Rsupport myself (among others), and use :Rintegrationtest to access features.

Note that the latest version of rails.vim supports :Rstylesheet to get to Sass files, and :Rlib defaults to the seeds file, so including :Rintegrationtest, three of graywh's examples are no longer strictly necessary.
