This effect is caused by re-using the building outline as the outline of a building:part. Tags from the building outline apply to all of the building's parts, including tags such as min_height. In your case, this means that the entire building starts only at 150 m.

There are two possible solutions:

You could draw another way re-using the building outline nodes, move all tags that are about the building part to that new way, and leave only tags that are about the building as a whole on the old way. I usually prefer this because it allows you to always give the full height on the building outline, so someone e.g. sorting the world's towers by height would still get a correct result.

But the faster solution is probably to explicitly add a min_height=0 to the stem and the entrance areas. This overrides the value "inherited" from the building outline.
