Automatically check that PRs increment the version number of packages they affect about toltec HOT 2 OPEN

if github supports warnings (instead of errors that prevent merge), one thing we can do is a heuristic of: for all packages touched by a PR, verify that their version numbers are incremented. the heuristic will have some false positives (hence the warning instead of error), but it will automate work we have to do by eye now (catch if version number is incremented or not)

That’s an interesting approach. This could work if we figure out a way to add an automated comment to PRs with the list of packages whose version number needs to be incremented.
