'~/.tmux/plugins/tpm' returned 126 about tpm HOT 8 CLOSED

I have the same error but with right path

For me, I was using mackup (with icloud) to sync configuration and had to do a chmod +x ~/.tmux/plugins/tpm/tpm to resolve this.

I had similar issue but solved it by removing all the plugins under ~/.tmux/plugins/ except ~/.tmux/plugins/tpm, then reinstalled plugins by Prefix + I

it seems you're trying to execute ~/.tmux/plugins/tpm - which is a directory and that fails.

If you have this line run '~/.tmux/plugins/tpm/tpm' at the end of .tmux.conf can you please verify it's typed correctly.
