My functions are pre-folded when vim starts up about simpylfold HOT 5 CLOSED

That's due to your Vim configuration, not the plugin. Try setting an option like foldlevelstart to control the default fold level, or turn off foldenable if you want it disabled entirely.

Hello, setting option foldlevelstart does not seem to work any more. I'm on NeoVIM 0.3.0.

set foldlevel=99
Worked for me in Neovim. Think of it as hold many levels to show before folding.
So 0 = fold the most, and 99 = fold the least.

I put this in my Neovim ftplugin/python.vim:

" If less than 300 lines then no folding
if line('$') < 300
    setlocal foldlevel=99
else
    setlocal foldlevel=0
endif
