I had this in my command line:

PS> docker run --env GITLAB_MONITOR_CONFIG=$(Get-Content 'C:\path\to\config.json') ...

But no quotes ended up in the environment variable.

Escaping " with \" fixed it:

PS> docker run --env GITLAB_MONITOR_CONFIG=$((Get-Content 'C:\path\to\config.json') -replace '"','\"') ...

I'm away for one week or two. After that, I'll see if I can reproduce this issue.
I'd be happy if someone else volunteers to reproduce this issue earlier though :)

I did a docker pull, cleared cookies, and tried again. Now the page spins forever and I see an error in the console:

Looks like it's using default config instead of mine (and mine got jumbled). If I shell into the container, the environment variable looks right to my eye.

Can you manually GET /config.json?

That gives me my own configuration but stripped of newlines and double quotes.

Oh, that sounds like your environment variable is not escaped properly. Can you show me the full command line you use to start your container? (Please strip tokens and urls 😄)
