Forge uses the latest password authentication scheme provided by PostgreSQL, SCRAM-SHA256, whereas most PostgreSQL install packages default to MD5. That's why you found the older version of CopyManager to work locally, and not on Forge.
However, Forge does allow you to reset the password and choose MD5 if you absolutely need a client that does not yet support SCRAM (the option is found by going to the service's info page -> Operations -> Reset password).
For minimal driver versions, I'm not sure it's feasible since there are dozens of languages, with dozens of Postgres connectors / libraries, so the matrix would be quite large. But if we can make it more clear that SCRAM support is needed, we'll look into that
