Load normalize.css about suspenders HOT 5 CLOSED

I think the problem here is that we're loading normalize.css via package.json, but we're no longer using webpacker. We might need to move away from Import maps and use a JavaScript Bundler per this comment.

If you need to use JavaScript libraries that include CSS...

We might need to explore jsbundling-rails locally in the demo app, and then ensure we're building a new rails app with --javascript=some_bundler.

I think we can solve this with cssbundling-rails via postcss and postcss-normalize.

It might be most effective to generate a Rails 7 app with the —css flag and see what the diff is, since this will affect how Hotwire is installed.

After speaking with @cpytel, we've decided it's simpler to drop support for normalize.css, bourbon and sprockets. This will alleviate us from having to complete this task.
