Difficulties of cache tuning about matters-server HOT 4 CLOSED

I think we can increase TTL in three places: increase default TTL, remove unnecessary INSTANT TTL, and increase TTL for private cache. I think we can first increase them significantly to see what caching issues are exposed.

@devformatters on the frontend, do you think there are cases where we can separate personal data and public data into different queries?
