Enabling the API appengine.googleapis.com is required when using the app_engine as argument to the module. It is indeed not required for simpler use cases, so we could mark it as optional in the readme.
I'm still wondering why it has to be enabled on the TF service account side as well as on the destination project, @morgante can maybe answer that one.

@ocervell Calls to APIs require that the API be active on the project your credentials come from.
