What is your opinion on this?
Should we pass the packet to the tcp layer or should we leave it as it is?

Indeed if rfc793 specifies that a RST has to be sent, then this should be the expected behavior. On the other hand, I like the fact that transport is not involved if there is no port open, and also the stack of the peer normally interprets that as a "Connection refused" anyway.

We just tested this with Maarten: a linux client issuing a connect() towards a closed port on PicoTCP receives the ICMP, and returns immediately with ECONNREF - which would be the same expected behavior upon receiving a RST.

I would keep this as a "known bug", but I would not bother to fix it.
