Looks like it's just a typo.
Current line is:
exec docker compose -f docker-compose.yml -f docker-compose.penpot.yml up -d
It should be:
exec docker-compose -f docker-compose.yml -f docker-compose.penpot.yml up -d
from taiga-docker.

docker compose is actually correct for compose version 2 (https://github.com/docker/compose/tree/main#docker-compose-v2)
Version 1 is deprecated iirc.

I had the same issue. Changing docker compose to docker-compose is not enough (docker-compose files structure changed too between V1 and V2).
Solved by installing V2 : https://docs.docker.com/engine/install/
