Indeed. WebProfilerBundle does not depend on TwigBundle because it must work with Silex, where TwigBundle is not needed. One way to fix it is to register a simple twig service when TwigBundle is not installed.

this has been fixed in newer versions of WebProfilerBundle by depending on TwigBundle, as that was the best fix actually. If you are still on a version without the requirement, the easiest solution is to install TwigBundle too (and then, you can decide to enable it only in dev instead of enabling it in all environments as done in the TwigBundle recipe if you don't need it for anything else)
