mlx-swift is not showing docs about swiftpackageindex-server HOT 2 CLOSED

We're conflicting with the existing docc plugin snippet in its Package.swift file:

if Context.environment["MLX_SWIFT_BUILD_DOC"] == "1" {
    // docc builder
    package.dependencies.append(
        .package(url: "https://github.com/apple/swift-docc-plugin", from: "1.3.0")
    )
}

Because we "see" this .package() clause, we don't inject our own. However, because we don't set MLX_SWIFT_BUILD_DOC, we end up running doc build without the plugin active.
