The key here is should the PixelData Element's value be a raw-ish representation of a Frame or an interface that lets the caller retrieve a processed version of that Frame as an image.Image (and in doing so, the caller is invoking some unseen magic to make that happen).
Seeing as the interface will still allow the user to get the appropriate underlying NativeFrame or EncapsulatedFrame similar to the current Frame struct, I'm leaning towards this interface.
